Last week we were introduced to Ruka, a girl traumatized in her youth by witnessing her father's head exploding, who now works as a cop and fights dudes whose arms grow back as chainsaws. We really don't know very much else about her or the world she lives in, though.
The film itself exists in a dystopian future version of Tokyo where the police force has been privatized. With this privatization, they're able to afford much more than what the normal government-controlled police would, such as zany samurai-looking helmets and eccentric female game show hosts to work as their radio dispatch operators.
Ultimately unnecessary, but ultimately cool.
In this future world, self-mutilation and suicide are considered trendy, as shown by the numerous commercials interjected throughout the film. One such commercial, for example, is an advertisement for "cute cutters," stylish razorblades to cut your wrists with. A group of teenybopper schoolgirls all cut their wrists in front of the camera while being really enthusiastic and saying "yay" a lot.
"Let's go stylish with wrist-cutting!"
This whole movie is a goldmine of animated gifs just waiting to be made.
