Also in the police station, we meet the police chief. When Ruka's father died, the chief took her in and raised her as his own, training her to become the best engineer hunter of all. He seems like a great guy, but there's a few things about that just don't sit right. First of all, his helmet is adorned with huge devil horns. Sure, they look pretty badass, but the implications are a little unsettling. Second, something happened to his throat at some point and he has to speak through a voice box that makes him sound like Darth Vader.
The coup de grace, though, is the semi-paraplegic S&M sex slave thing that walks around on its stubs on all fours that he drags around on a chain.
